Modern economic development is characterized by the continuous increase in the role of innovation as a key growth factor. The city faces the task of increasing the innovation activity of companies and researchers. Patent statistics are a crucial tool for assessing the current level of research activity and identifying trends in technological entrepreneurship development.
However, the Russian patent registration system does not take into account the unique identifier of organizations - the taxpayer identification number (TIN). To increase the effectiveness of implementing urban programs to support innovators, it is necessary to enrich the patent database with information about authors and rights holders

Task description
Develop a service that allows uploading and parsing primary patent data, as well as generating lists of patents categorized by authors and rights holders based on this data.
The key part of the service will be an algorithm that allows tagging patents by TIN of legal entities and individual entrepreneurs, as well as ID of individuals.
Additional features of the service and algorithm may include:
1)Categorization of patents into families based on the technologies used and common priorities.
2)Construction of diagrams based on patenting statistics data. Detailed specifications for the diagrams will be provided in the technical assignment.

The dataset includes: Registry of patents for inventions, utility models, and industrial designs, including data on the organization's name, postal address, patent name, and description; Registry of legal entities and individual entrepreneurs, including data about organization names and their TIN, as well as a registry of individual support recipientss
